An uncommon, congenital cranial dysinnervation disorder, characterized by limitations in horizontal eye movement (the eyes are in a straight primary position). It is strabismus where the patient exhibits limited adduction (unable to move the eye inward toward the nose) and abduction (unable to move the eye outward toward the ear), to a lesser degree than the other subtypes.
